Before 1991, 'the Suratis' had places of entertainment and recreation like gardens, auditorium, swimming pools, cinema houses and so on; but there was no full-fledged public library as a source of knowledge and information. Several stray Reading Halls provided only newspapers, periodicles and journals to the book lovers. The libraries of schools and colleges were restricted for their students. Therefore, the common man or professionals, technical experts, persons associated with trade and commerce etc. really required a Central Library with the books of their field and choice.
The Cost Estimates for the Library
The decision of constructing the building for the Narmad Central Library, was taken vide it resolution No.233 passed at the Monthly General Board meeting of the Surat Municipal Corporation on 13th November, 1984, which was postponed earlier.
As per the recommendation of General Construction Committee Resolution No.253 of 13-9-84, the following head-wise expenditure (under Budget head A-1-2-5) is sanctioned for the construction of the 'Narmad Central Library' building as per the plans presented for its civil construction along with allied facilities, on the Final Plot No. M.L. of Athwa Town Planning Scheme of the Surat Municipal Corporation : |

The planning of Library building is done on the latest architectural and artistic models. |
Ground Floor
(1336 Sq.Mtr.) : |
- A large entrance
- 120 Sq.Mtr. Reading Room for Children on one side.
- 120 Sq.Mtr. Reading Room containing periodicals, journals, on the other side.
- A large waiting hall for the visitors.
- Office of the Librarian/Deputy Librarian on one side.
- The visitors' Cloak room, the periodicals Record Room, Workshop Hall.
- A larger storage hall for books (720 Sq.Mtr.) with its capacity to store 2.50 lacs books. A separate section for central books exchange counter and another section for catalogue counter.
